Regarding boundary issues, I always look at city's building and permit first to make sure its all done with permits or not... zoning and to see if there's any open/pending violations.  

In my neighborhood homes sell for 2-3 million, there are currently 2 homes pending that were on the market for a week, and no homes for sale.

There is some nasty foreclosure/usury limitations being challenged in CA courts right now and the appeals are still pending.

Much of real estate investing is being able to sleep at night and I imagine that's very difficult to do if you're worrying about if your $X00,000 beach house still has a roof the day after a Cat 5 blew threw and a Cat 3 pending the following week.
