These two zip codes are really up and coming and the builder that handles the construction is one of the driving forces for gentrification of the area. 

A reasonably good source is AVVO.com by zip code and expertise.  

There's an opportunity here for leadership (and some faster, easier to implement coding fixes while they work on long-term solutions).

Zip codes are often too big and you'll be dealing with nuance at that level.

And, several of the questions are opaque in what they relate to unless one is a tax professional or knows how to read tax code.

Narrow focus - I know the zip codes I wanted to purchase well.

The marketing/advertising firm, aka RE broker, is not the expert in building codes, zoning, structural engineering, neighborhood safety, etc.As a prudent investor, always do your own due diligence or you'll end up being (unitentionally) misguided by a RE broker's information.  

And another part of the town considers it to be residential, so it's exempt from most building codes and inspections that would normally apply to hotels. 

Pick up the phone or stop by local code enforcement offices to make sure that you have a crystal clear understanding of local laws and regulations.

I then called the customer and told them their agent needs an education , of course the deck isnt up to todays code , code changes every year .
