Quiet title is a procedure for notification to any potentially interest parties to put forth any claim they might have within a certain period of time; and if no claims are put forth or if claims are put forth but the court finds no merit in them, then the court will affirm title and the questions related to validity will be considered resolved.

HELOC interest rates are typically variable, meaning the interest rate changes periodically (often monthly), which adds some unpredictability.If we assume a $150k balance, though, at 9% interest rate with interest-only payments, then the monthly payment would work out to ($150k balance * 9%) divided by 12 (months) = $1,125 per month as interest.

You need to add an inspection period to the contract, this would give you an opportunity to preform inspections, negotiate, or even back out of the contract and get your earnest money back if it's necessary.
