I know our note purchase agreements are simple one page affairs and there is nothing keeping the seller from changing their mind .. we just move on it happens.. but sounds like your pretty torqued on this one... mortgage fraud and appraisal fraud is handled by FBI FYI.

@John Thedford  Just to play the devils advocate, Judge Learned hand said: Over and over again courts have said that there is nothing sinister in so arranging one's affairs as to keep taxes as low as possible.To Paraphrase that "There is nothing wrong with arranging one's affairs to comply with the law"  One person's complying with the law is another's skirting it.
