I would appreciate any suggestions on better methods and a variety of ways to find better tenant buyer prospects.

It doesn't look like there is a "rule of the thumb" for this for a variety of reasons and that is totally understood.However, would using the CPI from the last 12 months make any sense?  

There is also a fantastic networking group in Chicago that does monthly events with panel speakers and all kinds of great intel spanning a variety of topic matters that change each time. 

This doesn’t sound like a good rental home for a variety of reasons and it’s value exceeds the 1% rule which is all you can get in rent .

John hops on the Biggerpockets forum and tells everyone he bought a house with "no money down" when the truth is he put money down, just not his own money.There are a variety of ways that a buyer can get the money from other sources.

I could be wrong but I did talk to them a few years ago about a project I was doing, but for a variety of reasons, never ended up doing that particular project so it never went any farther than that. 

The market determines the rental rates based on a variety of criteria.
