The only prudent option I personally would entertain, if I were person A or B, is for B to lend A the funds, as a private mortgage, notarized and recorded, secured by the property in question.

If he's not on the lease and he's living there and she leaves for some reason, you could have some trouble on your hands.Ultimately you have to decide whether you want this person as your tenant and let your existing tenant know what her options are.
