I’ve been reading books since 2 years about real estate, mentality, economy..... my first target it’s to start with a 3/4 unit properties.. but I’m younger and I don’t have a lot money to use for the down payment.

Most of us are aware that Rent controls are a failed policy, reduces affordable housing and hurts the economy. 

The economy has been booming for nearly a decade straight.

Also how is the local economy/jobs scenario?

I've seen a few in that range I've been tempted by and I think you could do ok by finding a good one and then looking for another of similar size close by to get the economies of scale. 

The economy is doing well.  

More equity and renting seem to be the best tactics when real estate starts to drop again soon when buyers turn to renters due to the economy and rising interest rates...

Part of downstate Illinois do not have the best local economy, and might even be depopulating. 

It is all about cashflow, and 4plexes in general get better cashflow due to economies of scale.
