We do have another duplex in a rent controlled area of LA but because it was built after 78’ it isn’t under rent control but does require an annual inspection from the LA city housing department.

I would call the state motor vehicle department and let them know the situation.

You should speak to the commercial loan departments at the banks and/or credit unions.

The officer informed us that the tenants were told they had no basis for their claim and the items would be considered abandoned in the police departments opinion.

However; what you can do is look up the number of permits that are pulled from the building department, most cities have that online now. 

Call your city's planning department, ask for the planner of the day and pepper them with questions.
