You can make the case to the Judge that the repainting was not necessary and touch up painting was all that should have been required, and he will be able to make the determination of whether or not any of that cost should have been deducted from your SD or not.

If wood is bad in a few places just replace with hardi and repaint and seal and you will get some more years out of it on the cheap.

As far as inside, dont think I would want to go through the expense of furring, insulation and drywall/paint for a rental, block is much more durable, repaint and next tenant.
