At this point, it's still speculation the city will appreciate and is a huge gamble.

Don't gamble.

Over 6 months it's likely to be minuscule and not worth the gamble.

I wouldn't gamble on a gutted house unless I was planning on fixing a good portion of it myself and if the house was in a decent area otherwise I look for houses that have at least electrical, plumbing, a decent roof, and most the drywall in tact.

@Scott Bolinger - Incredible cash flow is subjective, moreover for CA investors  compared to buying  a Tesla , buying 20K house is  like quarterly budget for Vegas gambling.

If you give them 100% EMD you are Taking a big gamble.

It's a trendy section and the area has plenty of potential, but Asbury Park as a whole still has its problems and could be a gamble. 

I don't mind an educated gamble on condition, adds a bit more excitement to it.
