Last I checked they don't allow ADUs legally that aren't fixed, they want to see foundation for it to be rented out and considered an ADU. 

Drawing from your industry expertise, what would you consider the average success rate for Fix-and-Flip investments, and which localities offer the most potential?

Rehabbers (fix and flip) and landlords cant or do not want to pay the good contractors , they think they will get the same quality work from the cheaper guys , that doesnt happen very often .When I bid a job I know I will be either the highest or second highest bid .

Not 100% sure if they have but I know what the model was when they begun and that middle part.

I am considering moving back as I have family there and if so would plan to look for fix-n-flips to invest in.
