It currently has carpet from 2nd to 3rd stairwell, orange rubber patches and loose cut carpet on 2nd, and rubber feet from 1st to 2nd (see pictures).An option would be continue similar looking carpet from 2nd to 1st, but I'm concerned about replacement.

Scraping and patching is not normal wear and tear.You need to look up the useful life of everything you charged him for and ask the court for that.

So we'll take about 1/2 of that (arbitrary amount based on our comfort level) and put it in short term investments like Patch of Land.

If you sand the wood heavily and reseal it, you can get usually rid of the odor.If that doesn't work, you can remove the hardwood and put in a hardwood patch that matches the original finish.

Or you can use floor patch to fill in valleys.Slopes that are continual are generally not a problem; if the floor is flat but unlevel the flooring doesn't care, assuming the slope all runs to one direction; if you have multiple slopes in different directions that will be a problem.

Does anyone have more information on the new fee Patch of Land has started issuing on all distributions, starting in May? 

I never turn over a property to a tenant without patching holes and touching up paint.
