Oil producers aren’t selling oil at negative prices, speculators are selling to close their futures positions prior to expiration because they aren’t able to or don’t want to take physical delivery of 1000 barrels of oil. 

Most options traders don't want to actually take delivery of oil so they sell, because the option is about to expire worthless and they don't want to get assigned. 

Is this a viable strategy or are operators going to be much more demanding about delivery condition?

I'll do small jobs without a downpayment but the terms are always cash on delivery with a contract.

I would wait to close or at least until you have the clear to close from the lender just in case it runs behind you don’t want to take money from someone and not be able to deliver.  I

You can also require they subscribe to automatic delivery  but they sometimes mess up too.
