My opinion it is criminal for an attorney to bill someone to write a letter asking some one to cease and desist doing something that is not illegal.

I have noticed that it only shows credit report and criminal check.

Additionally I consider these tenants to be criminal in nature and I never allow these types of people to get of scot free.

Like criminal fraud charges (unlikely but maybe possible) or the bank calling the loan (not just possible, but quite likely.)

I look at public records for criminal convictions and evictions.

In my experience, I found out that they had a criminal background, previous evictions, sex offender records, and generally they try to do a power play to establish control over the landlord/rent collector.

Amazing how the law works in favor of the criminal in these situations.
