If anything I lean towards R2R's model in preference, because one doing things "in-house, is still generally just contracting things, which is doing similar isn't it, relying on vendors for the various aspect's, and only as good as those vendors.

I forgot to mention, I suggest you confirm with the responsible government body (town, city or county) that the encroachment and proposed easement do not and would not violate zoning restrictions, i.e. setbacks or utility easements.

I would leans towards Class A or B (going for appreciation and higher quality tenant but your price points will be higher) not Class C which I think is better suited for locals who are physically there to check on properties and see what tenants are doing to the properties (good or bad things) and what's happening in the neighborhood.
