As a result I know of no title company that will insure a CD, and the real estate attorneys I know won’t even draw up CD docs.  

Insurance agents, title or attorney reps, lender, and general contractor and property manager!

DC is also one of the most "renter friendly" places in the country, so really make sure you do your homework and consult an attorney when writing up your lease to make sure that your property and your lease is in compliance with rental law.

The biggest thing for you to do when buying out-of-state properties is to build your CORE 4 which includes finding a great realtor, contractor, property manager, and attorney.  

I haven't conducted a variance myself but I often hear about investors delegating that work to a specialized attorney familiar with the scope of work.
