The area is decent (according to multiple real estate agents, other BP members and the Trulia crime map), and I cross-referenced rental comps on Craigslist, Zillow and Rentometer. 

If you have never been there, you have to go through a Marine security check point to access the city

I'll just stick with conventional mortgages until I run out and cross that bridge when I get there then.
