.- Leaking pipes - not a huge issue, would investigate to see if water damaged caused (although this probably would have made the report if there was already damage)- Bad roof - no problem, easy fix

You asked about buying site unseen:  There are several folks around the state that will do quick investigations and email buyers pictures of properties. 

I recently raised my rent on a tenant by 150/mth but upon investigation I was below market by 250/mth  I realize it was a big jump for them but they had had several years below market and I was increasing it still to slightly below market.

I had investigated the options with all the Canadian banks.

If he sees issues, you can always hire more inspectors/contractors to investigate further.  

I not seen the expense for the filters on the owners statment yet, so I need to investigate why there is not an offsetting cost to the revenue or if the revenue is being collected and nothing is being done.

Or just make one up just so you can investigate.
