If your plan is to rent to college students, then I think it can be wise to have in your contracts co-signed by a parent/legal guardian.

Not to mention make it so much clearer for consumers who there working with, what they know, don't know, do, don't do, what to expect AND comprehension in pricing as everyone get's the difference in paralegal fee vs attorney fee, etc..  144 Hours is the entry level required in Colorado. 

I have personally never heard of the county having any say .. other than I do get calls from (state of Colorado) Tax collector after I purchase something and they want to know why we paid less than market value.. but they contact after the fact..
