As you note exiting any RE that does not have some appreciation of a significant amount over say a 5 to 10 year hold generally speaking is going to lead to a loss at sale.

While $300K may not yield high returns in your market AND presumably limit you to smaller deals with less doors/units, the same amount could align you with a group of investors purchasing dozens of units elsewhere.

And yep, I was made aware a couple of years ago of that 12 person max and/or I think 4,000 sq ft limitation (or some size anyway) that requires a sprinkler system for all new construction.I don't think they're that wrong for implementing the requirement. 

If there are barriers that limit similar supply and you figure out how to get the housing units online, even better.
