I asked her how she interprets that as unaffected by covid considering she just told me upon my asking, that she is unemployed due to covid, yet then tells me in the same sentence that covid does not affect her employment.

Many times the deposit is simply verified visually so the client will use their own funds for that and full payment can be made with only exchange funds or the deposit is refunded to the client (although this creates it's own boot interpretation issues).

The problem is that the new state laws will completely over ride some issues within a community's documents while in other scenarios, the community's documents overwrite what is written in the state law, so it's a real cluster**** and mish mash of interpretation and trying to figure out what paragraphs and sections really apply to any given situation.

You have to get all the permits & the call b4 you dig flagging & hope the old separation of water lines & sewer lines meet 'their interpretation' of the new codes.

The statute itself is helpful but so much of the current IRS practice is built on case law and interpretation of that statute that you really need some help wading through what it really means.
