What is a good starting place for an estimate to completely overhaul the interior of each 900 sq ft 3br/1ba unit as current tenants move out? 

Local municipalities and states have GIS data online that reveals much of how a property will be developed, even streams can be estimated (nothing like a photo of running water tho).

$1200/unit can be possible on the east side, but I would need to see the listing and give you an estimate on rehab.
