Are you a licensed agent(so no buyer agent involved) and that's how you are forfeiting the commission? 

One good option to save on acreage purchase I have seen around here is tax forfeited vacant land, they can be found on the county websites. 

Does the voucher holder pay the difference or the landlord forfeits that potential income?

Oh these are absolutely excellent points ,and I’m not sure of the answers . the house is incredibly cheap (35K )but I’m sure it needs another 75K so I have forfeited this property.

They receive a holding receipt and agreement which specifically states it will be forfeited if conditions aren't satisfied.
