Correct, the agencies offer financing solutions for large multi-family. 

I have been around the business of real estate my whole life (mother owns and runs a title agency) but never actually put any of my own effort into it.

The GAO is not a court....It is a federal administrative agency.

I love the efficiency and energy savings of a dual propane and heat pump system, but since I would like to keep the tenants paying the heating bill, I don’t think it would get me any additional rent to justify the cost.The plan as of right now will be to test the units at inspection and hope they will last through the winter.  4 of 6 units have had tenants in them for many years, so I think its safe to assume that they had heat last winter, and I will be dropping by to ask.  

Is it even legal for an insurance agency to ask if you rent to section 8 tenants?

Can I request credit agencies to remove it from my report if I do so? 

You could offer to pay agency, pay an additional 2500 cash, and then ask the Seller to be your bank for 18 months at four percent interest only.

@Scott Pennington yeah, it's super confusing with all the over lapping codes and agencies....you're on the right road now though.
