I have found that they building inspections/code enforcement is very easy to work with, and they are not looking to punish you for being a landlord.

Hi @Ray Slater,You have asked him, begged him, punished him and now you still don't want to get rid of someone who wants your business.....Think about that for a second, he not only doesn't want your business he has so little respect for you he makes you chase him around begging him to do the work he agreed to.

But still, it’s a federal offence and may be punished by up to 30 years of imprisonment plus thousands of dollars in fines and penalties.

Even if you don't recover your stuff, the criminal should be punished and it would save some other Landlord from falling prey.

I wonder why most aren’t properly zoned My guess is many were properly zoned but the zoning in Philadelphia actually changes often, or at least more often than I'm comfortable with, mainly because city council people can change zoning on a whim to reward or punish constituents and developers.
