I thought, and my real estate agent told me, that without removing all of the tenants things, it would be impossible to do a thorough home inspection.

I have not done one for a change use though.. in our state those are next to impossible to do and I would not even try.. but it could be vastly different in your jurisdiction.. and its too bad its not administrative..

In general, does anyone have any tips/tricks as to how to keep utility bills low in a situation like this where it is almost impossible to isolate where there may be an issue since there are not separate meters and therefore no way to tell which unit is using what and where a breakdown might be occurring?
