If you only look at purchase price and exclude any other expenses (cap ex, closing, etc) and you're not increasing revenue or NOI in Year 1, then your cap rate and Cash on Cash will be the same.The cash on cash fluctuates from the cap rate in Year 1 due to added expenditures on top of purchase price (Cap ex, closing costs, etc) and changes in NOI for Year 1.

In the same county the tax assessments for similar properties fluctuate quite a bit and I have questioned values as well listed on the appraisers site in comparison to other properties of similar location, size, make, etc. being vastly different.

I use this for my pro forma initial estimates- When I get serious about a specific property, I'll pull average vacancy rates for the city as a sanity check, but averages can be meaningless if you're buying a specific property, the results can fluctuate a ton.
