I see you always posting these long winded diatribes, but are you able to point to specific instances of a mobile home park operator being prosecuted for said infractions?

My plan for instance consistently has nothing above a morning start 3 rated mutual fund.

For instance, when I began to buy foreclosures in Calif years ago, a city lien placed on the property tomorrow would still be junior to a state lien or Fed lien placed on it a month from now.  

What would cause a certificate holder to not start the foreclosure process or are these instances where they have started the process and they've just dragged out for a few years?
