I avoid Houston for the same reason.I did follow your line of thinking and bought a house near the beach in Costa Rica, Pacific Ocean side, out of the hurricane zone.  

In San Diego:- 4.5 miles from Pacific Beach puts you in Clairemont Mesa. - 3.0 miles from "The Strand" puts you in National City!

I've focused on investor sales since I got my real estate license in 1999 in Las Vegas and San Diego and besides vacation rentals I focus on value-add apartment deals in Pacific Beach (near mission beach, both 92109) and single family house rentals in Las Vegas.

For electrical:- If the condition of your service wire is poor or if its a federal pacific panel or if its an undersized service (Ex: 60 amp) for the size of the house, then I'd replace the service and panel.

My vote for top Pacific Northwest residential property rising star in the mid-term is nearby Granite Falls, on the north edge of Lake Stevens.
