Sounds like you (or prior owners) failed to mitigate damage by allowing this to occur over a long period of time.

Iam also going down to the code enforcement office to see what the house is failing for.

If they fail to acknowledge your claim, then your contractor license board consumer department can help you out.

Cutting in ceilings and trim well is the next challenge, this is where amateurs fail.

They should be able to serve him with papers for increasing his rent and then when he fails to pay the rent in full, evict him.

In short, in the context of real estate, the majority of your time has to be spent in real estate activities (usually full-time workers in other professions fail at this level of the test because convincing the IRS that you work two full-time jobs presents a problem) and the time spent must exceed 750 hours.  

He broke his word throughout the program, when things would fail he'd laugh it off and make another rule like, "No Negativity".
