@Luis Moreno You will have to pay CA franchise fee no matter where you open the LLC (you pay for the privilege of living in CA).

For instance, here in California I would not recommend someone start an LLC if they are just starting out in wholesaling because it will cost you $800 just for the privilege of doing business in the state as well as an additional return fee from your CPA for the business.
