$695 is fairly typical in Nebraska with there being some a little lower and some quite a bit higher.

What you are asking is how can I get around not doing correct due diligence on the property and the answer is you can't and should not because that isn't fair to the rest of the development who bought there understanding the rules.

I said we are not responsible for the fixture until move out.They left the fixture outside under all weather conditions.Are we being fair?

That's a fair compromise, and I've done this myself through my PMs as I never deal direct with tenant.

@Tom S.Thank you for the great advice, I will definitely make sure the inspectors check against the code book, its a duplex listed at 69k currently but foreclosure company seems eager to be rid of it, so the price should be fairly flexible.

From what I remember they seemed to be a fairly small outfit out of PA. 

In the end, I felt I offered a fair resolution but left with a sour guest who might leave a bad review.
