Given these things, in a normal circumstance, I try to increase rents 1-3% annually believing that is generally how much rents will increase LONG TERM and that a tenant's pay will likely rise in that range each year on average as well.

At some point, and I think we've actually hit that point after the second hurricane in a month or whatever its been, is that people are going to be tired of dealing with these massive storms and the ever increasing rise in insurance rates.   

I would be interested to know how you make out with this , I’ve been analyzing properties in that area for a while but the best deals were always gone before I got my foot in the door.
