We have petitioned for an independent administration and fully expect to receive one. 

In between that I finished a bachelor's and masters degree in public administration, and worked all kinds of jobs to supply myself and family while I went to school - plumber, landscaping, software tech, couple others.

There are many, many variables at work, and some have nothing to do with the tenants, program administrators or properties.

Have Letters of Administration been approved by the court and issued to the PR?

Sure, other LL's will argue its an administrative cost of time and effort, but I rely heavily on my prescreening and conversation at showing to whittle it down fast and efficiently.

However, we still see a lot of investors creating a "joint" investments with their spouses for administrative ease in property settlements as a result of divorce, death, etc.

Part of this class is described as relating to: "services of realty administrators of buildings, i.e., services of letting or valuation, or financing..."

If it is a soloK you plan documents likely outline that you can make this type of investment, but you should check with your administrator first.
