I think it's the whole thing, which is a deterrent, but I'm not positive on that.

But as of right now I don't make much and every time I visualize myself becoming a successful investor without much money the idea is really daunting, and sometimes seems impossible.

If those costs immediately are a deterrent then I'd wait until you bolster reserves a little more.

I work in Project Controls for a large industrial EPC firm, where I specialize in process improvement, data analytics and reporting visuals.

its not so much as actually charging in some cases but also looking for a deterrent to lazy behanviour. 

Also being a reasonable person and treating tenants fairly is the best deterrent, but that said there are some crazies out there and sometimes you have a good tenant who comes on hard times and turns crazy on you, falls off the wagon or their ex gets out of jail and moves in, or they are inherited tenants to begin with etc. so it is somewhat par for the course to have some damage, just not as much in bad faith as you might fear at least in my experience.
