When I finally got her to move out my contractor had to do 3 coats of Kilz primer and 3 coats of paint to cover the smoke stains on the wall.  

One coat on fresh mud and taped drywall. 

@Allen EllisLower the price, and get your contractor to put a fresh coat of paint everywhere and replace the 'musky' carpet.  

You would be amazed at how different a room looks with a fresh coat of paint.There are numerous sites online that show how to paint cabinets.

Older homes, blue collar neighborhood I would do a light sanding on the cabinets then repaint 3-4 coats and add new hardware to update look.

Ok we are now debating since we are running really close to our budget and due date to place house for sale, we don't know if we should install a glass shower door to show off the new tile shower that coat is $1100 or to Epoxy the ugly garage floor $750,( does anyone know of an inexpensive way to maybe clean garage floor it has a lot of paint and car oil stains?

Any coating going on a floor will need to be maintained based on the kind and type of coating and traffic on the surface.

After driving through the back alley, the back unit has been tagged and needs a paint job, as well as security lighting and maybe a spray-paint-resistant coating?
