We ask folks to put down area rugs or small mats under their furniture.

I've also had a couple of nightmare tenants that stained the rugs in a one year lease, that required me to replace after one year.

I have a long-term tenant, and when I explained the extra difficulties involved but that I would work with her if she would handle the furniture or extra fees involved, she purchased a large area rug and, so far, is happy with that.

I would ask the tenants upstairs to be aware that their kids running around probably sounds like a herd of elephants to the tenant below and maybe add some throw rugs to the upstairs unit and hope that quiets things down for the downstairs tenant.
