They are extremely low right now because they have homeowner exemption, senior exemption and senior freeze.

If there was a crash, or recession, would a bank freeze your existing lines of credit due to economic woes?

they just dont let you draw on them the bank can unilaterally freeze them..

Even if you can drain the plumbing it has to be pressurized to force H2O out of any laterals that will freeze.

in your area the 100 year old craftsman houses were built by true carpenters .. there is simply no comparing the two.. not even close.. one thing that does help with proeprty here is you can just put stones in the yard so no yard work.. you dont have thaw freeze  no snow.but you do have blazing sun and heat .. but properties are once done little easier to maintain than in Milwaukee
