While some may disagree, I say as a new investor, buy in a neighborhood you are very familiar with.

I disagree that the returns for San Diego RE are terrible and so do sources such as CoreLogic. 

You have some assumptions that I disagree on..first yeah someone might be hesitant to let you get their property under contract but thinking differently about it, your role is also problem solver.
