@James Wise  may know of him since he is Cleveland based@Dan Heimer  I ran into him at a mastermind and your pretty accurate with your assessment this mastermind has quite a few guru's in it.. and they do support each other all over social media..

I agree with your assessment.

Same thing if there was a short fall and a special assessment was done, would you owe the new owner money since the deficit happened while you owned it?  

Like that on BP, Scotsman Guide, AAPL, CMA, NPLA, and so on, referral sites like these are a dime a dozen.

This is about getting as much information as possible to the BP community so they can assess and decide for themselves what is best for their own investment needs.  

I think the only solid way of determining repair costs is by having a trusted contractor walk the property and assess it themselves. 

There is no reason why you can't start the conversation over the phone and knock the door when you are ready to make an offer and need to see prop and take two dozen pics and video.
