Is there any way I can negotiate with a builder to see if he/she can demo the portion of the detached garage overlapping into the lot I'm selling (this is just a workshop that was added onto the garage & is hanging in the exact distance I need demo'd to be able to sell this) , while patching up the detached garage properly so it is still usable. 

It's not just collecting rent and the occasional drywall patch. 

I haven't found patching walls to be anywhere near the most costly part of owning apartments as of yet. 

Went into the house, noticed a 1ft by 2ft sheet rock patch on the wall, it was cut out, just patched in, sanded, and awaiting a paint job.

The chimney just needs some patching. 

The property only needs 10K in repairs as it is in very good shape - only bathroom needs to be remodeled and living room ceiling patching.

The city does have its rough patches, but to offer such an absolute statement and insinuating the entirety of the city is a "warzone" is just incorrect.

In regard to your question, it depends what side of the I-630 you are on. north on 630 is very good, but south is patching the lower you go. this development been on the card for few year, it would be good if its finally going a head. 

The only mold visible in Front unit was a small patch on bathroom ceiling and in the 3rd unit, around the shower cocking.

A new roof usually adds around double the cost worth of value if you get it done at the right price.One of my rental investors in San Antonio, TX was debating patching a roof that was clearly at the end of it's life vs replacing for 4200$.
