I also do not know if the house is sound enough for me to be a new rental owner, then fix it up myself adn get a hard money loan and roll that into the house with an assumed mortgage.Can you help with some input and ideas?

Either the current tenants' leases didn't expire but rather converted to a periodic tenancy (Month To Month here) and they have been rolling with that for a long time OR they have established Tenancy at Will by continuing to live in the property and pay rent.

Account Closed it just depends, like I said all vendors and PMC are different, the good ones, which are buisness savvy and coincidentally the ones you ultimately want to manage your unit, usually do (who would want someone that is not buisness savvy managing their unit) -- now some will be fully trasparent and itemize it and others will just roll it into your install.
