Because the seller would be heavily in debt after the closing and would have to take out a loan to complete the sale this has created a stand still of the process even though the buyer has paid earnest money and hired a property inspector and R E Attorney.

Even if you have to pay for it, it should be looked at by an official, maybe with the subject city inspector or a referral from someone you trust about the environmental question.

Cast iron piping is an expensive repair or replacement too.Retrofitting old windows and HVAC are more costly too.I would recommend hiring an experienced property inspector who is familiar with older homes.
