Because the seller would be heavily in debt after the closing and would have to take out a loan to complete the sale this has created a stand still of the process even though the buyer has paid earnest money and hired a property inspector and R E Attorney.

Even if you have to pay for it, it should be looked at by an official, maybe with the subject city inspector or a referral from someone you trust about the environmental question.  

@Anthony H.Yes I did and looks fine.Obviously I’m going to have an inspector take a look and tell me what repairs the house needs and I will go from there with the offer.And I will get a realtor thanks for your advice.

Inspections are easy because you just schedule them with an inspector.

Is the inspector liable for damages? 

The inspector said the electrical outlets need to be replaced with tamper proof outlets.

Cast iron piping is an expensive repair or replacement too.Retrofitting old windows and HVAC are more costly too.I would recommend hiring an experienced property inspector who is familiar with older homes.

I'm not a property inspector; I can't tell if the parking lot has 15 years left in it with minor repairs, or 2.
