Hey Yinon assuming you're refinancing into a DSCR loan, which is the most common refi loan type for rental properties, it often doesn't require a tenant to be in place.

You might look into forming your LLC in a state like Wyoming or Nevada where you have an ability to maintain anonymity as well. 

Will the bank allow me to refinance the property again to tap into equity after the repairs and new appraisal?

I will be putting more thought into these. 

If you are successful, you should have profits to pour back into the next project.
