When you patch things for a temporary fix then you tend to have ongoing issues in early future years.

I was thinking I would give them like 90 days notice w the option to stay for a temporary rent reduction through construction phase. 

My own thinking is their US passport was suspended which is required to remain in Portugal if you are a holder of a temporary residence card and they had to leave??

Hopefully it is temporary and they will get caught up. 

Also, custom builders are always looking for temporary housing for their clients who are building new homes or doing major renovations.

(I was communicated that their was a kitchenette permit pulled for the garage by my real estate agent during the purchase process. )Any suggestion for temporary solutions for this would be greatly appreciated.

If your place is uninhabitable, tenants can end the lease or withhold rent until it’s livable, but I like to keep things friendly by offering a temporary rent reduction or helping them find a short-term solution.

Personally, I think most of these funds are run by greedy, opportunistic individuals who capitalized on their own fame, a temporary dummy-proof market, and intoxication with their own "abilities" to vacuum up a bunch of largely unsuspecting dupes, accredited or not into funds that were always risky in that they needed everything to go exactly right (largely, the same way they had been going for the previous 10+ year, a historical anomaly) in order to make it work.

Saw one person who sent their own demand letters and screwed up the amount owed so the borrower waited up until day before FC, filed an injunction/ temporary restraining order and won and got the case thrown out and started all over again.
