I have read a lot about the differences there so can someone look over my gameplan to see if this would be good or how to improve.

It sounds like you may have already read this, but Real Estate Law and Asset Protection by David Willis is a book written specifically about this scenario and specifically regarding Texas Law.

I have also read that most mortgages or liens get wiped away from a tax deed sale, except those that are through the municipality or county, is that true?
