Until then you have $3k income minus $4,775 to seller, (4% over 30 years), $3,990 to the bank ($600k @ 7%), figure $500/mo for insurance and another $500/mo for taxes?

Even if you own a property in TX, you are conducting business in CA because you live here, collect the income here, etc.

I am wondering if I can claim it as a repair(counting against rental income) or if it must be claimed as an asset (with depreciation benefits)?
