I have done this to every crawl I've had to prevent nasty oders, seal the space up, and make it easier if we ever have to do work down there (plumbing, etc).My solution to insulate is to level it out, lay a thick plastic barrier on the ground, tape up all the seams, tape/chalk it to the foundation walls/piers to seal, and then insulate the foundation walls themselves.

It's like me paying my clean-up guy, I'm not going to drop him a deposit so he can get plastic bags and a shovel, he'll be paid hourly and I take care of the rest.However, as a contractor vs. handyman crew, you buying the materials would cramp my whole business.

Or does it include wiring with an external tar impregnated cloth jacket as was used well into the 1960s: this wiring frequently has plastic insulators on the individual wires (which can become brittle) and/or paper sheathing within the outer jacket.
