I realize the subjective nature of this question and how open to interpretation it is which is intentional to elicit a multitude of different responses.

Each State has it's own interpretation.

We also see this on the construction side, with varying interpretations of code - so a large part of our job is advocating for homeowners to push back on local jurisdictions requiring improvements that CA state law prohibits.

I agree with your interpretation.  

I have glanced over some of the new law, from my initial interpretation the new system will: - Premium bidding to win a tax lien, non refundable premium bid will remain the same. - 3 year redemption period will remain the same. - You no longer simply apply for a deed after 3 years and get it after the county attempts to find the owners.

I am sorry if you feel otherwiseHowever, I do feel that you are not correct in your specific interpretation-As a buyer's agent, I have no agreement for compensation with the seller, the listing agent does. 

The only potential problem is a very old and changing interpretation of the validity of doing this when performing a 1031 exchange. 

Their policies are full of legal and industry terms that can be difficult for the layperson to interpret correctly.
