Hey @Annwar Zahrieh - if I'm in your shoes I would recommend going out to Philly and attending a couple of networking events to brush shoulders with other investors in the city. 

Do Hard Money brushed me off because I questioned their $2500 up front fee.

I have actually been zapped many times walking past the metal edge on the corners of my walls as the static electricity arced across.

@Nathan Gesner To your point about $10,000 houses and appreciation, averages paint with broad brushes.

Remember, a rehab project is not static.

@Bruce Woodruff at this point , brushing against total failure, evicting all my cash paying tenants that are not willing to pay the section 8 price (two units) well they are leaving on their on except one.

.- Yes to paint, easily the best ROI- I'm not a fan of door knobs and cabinet hardware- Making light fixtures uniform in color/style, so don't mix brushed nickel and bronze.

If you're planning on wholesaling (which is a good place to start if you have lots of time but less money), you'll want to start brushing up on SDIRA's, also. 

What you get when you let a tenant paint is roller-marks of the wall color on the ceiling, drips and runs, patchy covering, spilled paint, silly accent walls/ too many colors, uneven lines on edges and in corners, splatters, blistering, bubbling, peeling, the wrong sheen, visible brush marks and roller strokes, trim painted the same color as the walls, electrical outlets and switches and even light fixtures, vents, cold air returns, fart fans etc. all painted when they shouldn’t be, not enough coats where paint actually should be, and terrible color choices (almost always too dark or too weird).
